ITAX is a computerized computing and accounting system for local revenue (levies, taxes) which stores all relevant (credit/ debit) data of the project in individual accounts and a relational data bank and thus helps to monitor/ control all tax transactions by its citizens and tax payers.
This system was first developed in Tanzania. The version now applied in the Philippines has been further developed with the focus on local levies and tax as well as the component “tax mapping” (graphic presentation of tax relevant data)

iTAX aims to improve tax collection by sending out tax reminders and demanding action from the taxpayers. It is a convenient and efficient way of tax collection and reduces administration and collection cost.
The most significant benefit of iTAX is that it will increase the revenue in the LGU’s. Other benefits include: there is a clear view of how much tax will be collected in a year, which the delinquents are, and how much they owe, and the exact size of property taxpayers own.

LGU’s in Negros Oriental comprise in the first step:
Dumaguete City, Amlan, Bindoy, Mabinay, Manjuyod, Pamplona, San Jose, Sibulan, Valencia, Zamboanguita.

iTAX software is developed using Power Builder 10.5 licensed under Sybase Corporation.
The data base software used in databank is Ingres. It is an enterprise open-source software widely used in Europe and the United States and is considered to be reliable and easy to maintain.
The central server where Ingres is running is using Debian Linux. It is also an open source operating system which is very good in handling data bank security.
For the users of iTAX, the operating system recommended is Windows XP Professional.
On the system side, passwords are encrypted; users must have an authorized account (login name and password) in order to have access to these data. The user’s access will depend on the rights given to them by the system administrator. The data from the municipalities and cities are backed-up every day and is kept in the central server, managed by the IT personnel of the province.
