This Release requires Database updates until version 03039!


MAJOR CHANGES:


- General
     • Checking for database version has been restored.
     • All report windows on opening will have their menu item disable.
- Economic Enterprise
     • Added new system config variable values for electricity fee, occupancy fee
     • Fixed OR, added new system config value for EE receipt. ‘ee_receipt_dw_af51’
- Community Tax Certificate
     • Reprinting is restricted only if the CTC to date is the current date
     • Nature of business is now based on concatenated business categories but is still editable by the
        user before printing
     • The user can now search for a taxpayer anytime instead of clicking the New button again.
- Cashier
     • Fixed payment cancellation bug which caused debits to be duplicated for payments divided to
        quarterly.
- Reports
     • BPLS Mayor’s Permit
          1. Retrieval of valid businesses for mayor’s permits will now reset the filter
          2. Changed SQL, valid businesses are now:
              – fully complied clearances and fully paid mayor’s fee
              – no mayor’s fee
              – with mayor’s fee but is exempted
     • FAAS
          1. Changed SQL so that in the ‘property appraisal’ section for land properties, plants and trees will
              now have their class level displayed and the   total number of plants
          2. Added a label of ‘(units)’ for plant improvements and excluded them from the total in the ‘area’
              column.

- RPT
     • Zamboanga del Sur requests
          1. Notice of Assessment – fixed taxpayer name to retrieve first the last, first and middle names and
              if all three are blank then use the corporate name
          2. The ‘value adjustment’ field in the depreciation tab can now be toggled visible or not by setting a
              system config variable
          3. New format for building FAAS printing
     • Sagay request
          1. Quarterly payments can now have separate rates, one for prompt payment and another for
              advance payment.
- BPLS
     • Added trapping to prevent saving of zero taxes for retirement.
     • There is no more exemption by business type by default. Eg. All cooperatives’ business taxes are
        exempted by default. Exemption is now only based on business category.
- eSRE
     • Record of RPT Collection - Fixed bugs, optimized code for speed.
     • Reports involving idle lands, lands benefited by public works, etc. are now based on the special
        status field found in the taxdec entry window

MINOR CHANGES:

- BPLS
     • Fixed NULL error in calculation of rates for addon fees
     • Fixed bug in encoding delinquent years wherein a year would be skipped
- RPT
     • Fixed message in assessment posting which tells the user that a year has been missing
        (Eg. No posting for [year]) but is in fact caused by a double posting for a year. The status
        message now displays: (Double posting for [year])
     • By default posted properties will now have a status of ‘posted’
- Economic Enterprise
     • Fixed all the dates to use server time.
     • Renewal
          1. Added checking if the stall owner has a balance from the previous year before a stall could
              be renewed.
          2. Fixed checking if stall no. is already taken.
     • Added checking to make sure the latest rate is retrieved if ever the rates have undergone revision
- RPT Transaction Approval
     • Rolling back an approval step will add comments to the previous step.
- Reports
     • Record of Assessments – fixed retrieval of barangays, date format and ARP No
     • Dumaguete mayor’s permit – fixed layout according to their specifications
     • DTI Monitoring of Employees – fixed number of employees mismatch
     • Notice of Assessment – fixed so that date is now based on server time instead of local
     • Barili Mayor’s Permit – fixed layout, changed fields according to their specifications
- iWater
     • Retrieval of delinquent accounts will only retrieve those accounts who are not terminated and
        voluntarily disconnected

MAJOR CHANGES:

- General
     • A new window for custom reports has been added, opened by selecting from the menu
        Reports>User Customized Reports. Users can create custom reports through Infomaker saving the
        reports as files with the extension .srd.
     • The default value of the variable 'dbinuse' has been changed to 'Firebird' so that if no value for
        ‘dbinuse’ is specified in the reta.ini, the application will not use Ingres SQL syntax.

- RPT Module
     • Reports
           1. RPU Records Report – only properties which have been approved are included
           2. QA testing reports – excluded all cancelled properties
           3. Accomplished requests made by Zamboanga del Norte for both TD and FAAS reports:
                  o Fixed address to use the local address first before using the address outside the province;
                     fixed taxpayer name to use the individual name first before using the corporate name.
                  o Rows in the Adjustment factor tab are now grouped by adjustment type. The percent
                     adjustment, value adjustment, market value, adjusted market value are summed up per  
                     adjustment type.
                  o Added “sq.m.” to FAAS and TD labels for Land Area and Unit Value
- Cashier
     • Added new AF56 format for Sagay
- BPLS Module
     • Fixed division by zero bug in calculation for Fixed Tax rates
     • Reports
          1. Added report ‘DTI Employment and Investments Report’
- Taxpayer information
     • All messages for this module are now retrieved from the database
     • The middle initial field has been expanded to accept up to 50 characters
- RPT Transaction Approval
     • Viewing of all the transactions with their steps/stages is now through a tree view interface within a
        single transaction approval window instead of from submenus in the main menu.
     • Removed buttons Open and Comment and used tabs instead. Adding of comments and viewing of
        transaction info is now located within the same window.
- User Security
     • ‘Create User’ window now supports editing of user data as well as assigning the assessor divisions
        for every stage in the transaction approval process for RPT.
     • DB users for Firebird 2.5 can now be added from the application.
     • Added trapping to prevent saving of duplicate user IDs.

 

MINOR CHANGES:

     • Added code in report ancestor window to disable the report’s menu item on open
     • Fixed bug which prevented printing of popup Message Box messages, important messages can now
        be printed for pop Message Boxes with the print button enabled.

- RPT Transaction Approval
     • Changes in the viewing/editing of property information which are accessed from the transaction             approval window.
     • Changed the process of adding comments and setting of transaction information for every document.
     • Changed the functionality of rollback function.
- Water
     • Watermeter Reading - fixed close month problem in one of the barangays in Valencia.
- Economic Enterprise
     • Fixed renewal problem.
     • In the maintenance of EE rates, added datepicker to allow user to select the effectivity year of the
        rates.
     • Finished the maintenance window for EE rate revision to facilitate general revision of rates for EE.

  • RPT Penalty Calculation
     1. Fixed La Union interest calculation for quarterly payments
  • Reports
     1. Abstract of Collection - Overhaul of report. The code has been optimized to be accurate, fast and
         consistent.
     2. TD - Added columns: class level, subclassification, and unit value in the assessment portion. Fixed SQL
         to display all plant/tree improvements for a land.
     3. New certification reports added:
           o Certificate of Real Property Ownership
           o Certificate of No Permanent Improvement
           o Certificate of No Annotation

RCD ( Report of Collection and Deposits )/OR Tracking
     1. Table T_ORBOOKLET has been renamed to ORBOOKLET and all the affected code and SQL statements
         have been changed to reflect this.
     2. A new tab window to handle defective O.R.s has been added. Added new table
         ORBOOKLETDEFECTIVE
